How did you come to work in local government?


My passion for local government management was ignited during my formative years and is deeply rooted in my experiences and academic pursuits. As a high school student, I was an active participant in local elections, exploring their workings to understand the dynamics and details. Such hands-on involvement provided me with a unique perspective on the intricate mechanics of democracy at a grassroots level. More than just a civic duty, it became a personal commitment to understanding how local governance impacts communities.


Later, as a college student at Augustana College, I chose to study public administration. This decision came naturally and was quite deliberate. My coursework offered me theoretical frameworks and practical insights into public governance, but it was my internship with the first city administrator of Moline, Illinois that truly sparked my passion. This experience was a turning point, and I witnessed firsthand the challenges and triumphs of managing a city. It wasn’t just about policies and procedures but about real people and tangible impacts. I learned the importance of leadership, community engagement, and the delicate balance of managing public resources effectively.


My volunteer work with my hometown’s parks and recreation department added another dimension to my understanding of city management. It emphasized the significance of public spaces and community services in enhancing the quality of life. These cumulative experiences shaped my passion for local government management. They instilled in me a deep appreciation for the role of local government in shaping communities and a steadfast commitment to contributing positively to this field. 


Looking back on the last five years of your career, what has been the highlight?


Reflecting on the past five years of my career, the highlight undoubtedly lies in the profound impact I've had managing two of the fastest-growing cities, Fitchburg, Wisconsin, and Fernley, Nevada. My journey in these dynamic communities has been both challenging and immensely rewarding. 


My work in economic development initiatives has been particularly fulfilling. Spearheading projects across various sectors – from mixed-use and multi-family developments to commercial and light industrial ventures, and even brownfield redevelopments – has allowed me to deeply engage with the fabric of these cities. What stands out the most for me is the successful negotiation of development agreements that epitomize true public/private partnerships. These agreements were so much more than financial contracts as they were a collaborative effort that brought tangible social benefits to our communities.


Through these partnerships, I've seen neighborhoods revitalized, local economies strengthened, and community identities reshaped. The senior housing projects hold a special place in my heart, as they not only provided essential services but also fostered a sense of belonging and community for our elderly residents. Navigating the complexities of these diverse projects, aligning the interests of various stakeholders, and seeing the positive outcomes materialize has been incredibly gratifying. This period of my career didn't just signify professional growth; it reinforced my belief in the power of collaborative governance and the significant role that thoughtful, inclusive urban development plays in shaping prosperous, vibrant communities.


What are the top lessons you’ve learned from your experiences in city management?


As a city manager, my journey has been marked by invaluable lessons, the primary ones revolving around the core principles of integrity, transparency, and communication. Integrity has been the cornerstone of my professional ethos. I've learned that maintaining ethical standards is not just about adhering to rules but about fostering a culture of trust and respect within the community and the organization. 


In an era where information is power, ensuring that residents have access to as much information as possible has been vital. I’ve learned how integral transparency is in building trust. It promotes informed community participation and has taught me the importance of being open about the challenges and successes and engaging residents in meaningful dialogue. Being transparent hasn’t always been easy, but the reward of fostering a more engaged and supportive community has always been worth it.


The importance of communication is a lesson that has been reinforced time and time again for me. It's one thing to have a vision or a plan, but quite another to effectively communicate it. I've learned that clear, consistent, and empathetic communication is key to aligning various stakeholders, from government employees to residents, towards common goals. These lessons have been instrumental in shaping the communities I've had the honor to serve.
